GAME CHANGER: State legislature approves major updates to student assessments

Posted on 11:00 by Unknown
Dear San Diego Unified community:

Many of you have heard that there is new state legislation, AB 484, which proposes the suspension of the state standardized tests. The bill will likely be signed into law by Gov. Jerry Brown and go into effect on Jan. 1, 2014. As educators, this is a singular opportunity to focus our district on teaching and learning FIRST, while supporting accountability aligned to the new Common Core State Standards and our work in classrooms with students.

Supt. Marten
This seminal legislation eliminates most Standardized Testing and Reporting (STAR) assessments and supports the transformation of public education. It will allow educators across the state to focus our attention, efforts and resources on student learning as we prepare for the monumental transition to the new standards. We welcome the shifts that are needed to prepare our students to be critical thinkers and active members of society, moving us into an era of deeper learning. The suspension does not reflect a departure from accountability, but rather the opportunity to implement Common Core with fidelity to the educational vision.

As a former classroom teacher and principal, I understand the value of using data as a tool to inform instruction. We will continue to use modified district assessments and hold ourselves accountable in every classroom across the district. The state system of public school accountability can now be more closely aligned with both the public expectations for our schools and the workforce needs of the state’s economy. The revised 2013-14 state testing program would continue to include:
  1. California Alternate Performance Assessment (CAPA) for grades 2-11;
  2. Smarter Balanced Assessment Consortium Field tests, which are aligned to the Common Core State Standards, in English Language Arts (ELA) or Mathematics in grades 3-8 and 11;
  3. California Standards Test (CST) and California Modified Assessment (CMA) Science assessments in grades 5, 8 and 10 (Life Science);
  4. ELA and Math assessments supporting the students’ voluntary participation of Early Assessment Program (EAP) in grade 11;
  5. The California High School Exit Examination (CAHSEE), California English Language Development Test (CELDT) and Physical Fitness Testing (PFT) will be administered.
At San Diego Unified, we embrace our responsibility to provide the best public education experience to our students. We also welcome the accountability to ensure our students graduate our schools prepared to be actively literate, contributing, participating members in our communities.

Best,
Cindy Marten
Superintendent

Supt. Marten welcomes all to the 2013-14 school year

Posted on 10:30 by Unknown
Welcome to the 2013-14 School Year! Those are words that carry a great deal of meaning to me as opening a new school year enforces my belief that we have amazing opportunities to make a difference in the lives of our students.

Supt. Marten
For the past several years, I have been welcoming students and parents to Central Elementary School. As the principal, I understood how exciting the first day was, not only for our students and parents but for every teacher and staff member.

This year as superintendent, I have the honor and privilege to welcome back more than 110,000 students and their families on Sept. 3. I could not be more excited or committed to the work we will do together this year as we build on our past successes under the direction of the Board of Education’s 2020 Vision to create quality schools in every neighborhood.

Over the summer, we have been busy getting ready for Sept. 3. The new leadership team is in place, made up of familiar faces who know the district and the community. With 40 new principals at our schools this year, we have a shared focus on quality leadership and making sure all of our principals have the support and skills needed to lead a quality school.

The focus on teaching and learning will be preparing for the shift to the Common Core State Standards in 2014-15. Our vision is to provide a broad and challenging curriculum that is relevant and high quality so our children will be prepared for success in the workplace and the world.

Across the district, from bus drivers, to custodians; food service associates to secretaries, principals and teachers, we are all committed to making sure our students are on the pathway for life’s success. We are ready!

We are cautiously encouraged about the budget passed by the State’s legislators and the reinvestment in public education. Although we still face financial challenges and will continue to be prudent with our dollars, there is hope. The newly implemented Local Control Funding Formula (LCFF) drastically changes the structure of how school districts receive funding from the state level. In very simple terms, the LCFF will shift the focus from funding dozens of state-mandated programs to funding based on local district control and student needs, with extra dollars allotted to low-income children, foster youth and English learners.

As we work collaboratively to assure that each child in our district receives the best education possible, we need everyone to be involved. The start of a new school year gives us a renewed sense of anticipation, hope and enthusiasm. I look forward to working closely with you as we advance the hope and promise of public education in San Diego and across the nation.

Special Greetings from Superintendent Cindy Marten

Posted on 10:09 by Unknown
Dear San Diego Unified Family:

It is both a humbling experience and an amazing honor to be given the responsibility to oversee the education of San Diego's children. During my four-month transition, I had the opportunity to meet and talk with students, parents, certificated staff, classified staff, and community stakeholders to explore what is working and how we can improve and build on our strengths. I am inspired and filled with hope after seeing endless opportunities and stellar examples of quality neighborhood schools. Answers to many of our challenges are in our community, in our classrooms, and in our homes. I truly believe that "there is no place like home." Today marks a turning point and an opportunity for renewal, refinement and reflection as we gather to chart the course ahead.

Superintendent Marten As I take the helm of the San Diego Unified School District, I would like to express my special appreciation to Mr. Bill Kowba, who graciously worked alongside me during my transition period. He navigated the district through turbulent waters and leaves us with the positive momentum to move ahead with our Vision 2020. My deepest gratitude to Mr. Kowba for creating a solid foundation for our home.

Moving forward, you have my commitment to work with integrity, dignity, respect and compassion as we create the most vibrant, effective, successful public school system in the nation. With a keen focus on creating a quality school in every neighborhood by implementing our Vision 2020, I have sincere confidence that we can do this TOGETHER.

Our team will focus on the heart of our mission: educating and supporting our students to become actively literate, contributing, participating members of society who make a positive difference in the world. We each play an important role in this mission. I look forward to working alongside you to make sure our students are at the center of our work and every decision we make. We will continue to build a San Diego Unified School District of which we can all be proud because like great cities, great schools are built by generations of people who care.

If you have ideas to share, please email me at superintendent@sandi.net. I look forward to hearing from you. I also invite you to connect with me via Twitter and Facebook, or subscribe to my email updates.

In closing, I have posted one of my favorite poems, "To Be of Use," by Marge Piercy, to my blog. It is a poem that reminds me how fortunate we are to get up every morning and go to work doing the most important work in the nation: educating our youth. I encourage you to read it.

Have a wonderful summer! Take time to nurture yourself, connect with loved ones and find joy.

Sincerely,
Cindy Marten
Superintendent of Public Education

What you can expect from Superintendent-designate Marten

Posted on 14:00 by Unknown
Cindy Marten is on a mission to save public education in America. That’s her signature line, and she’s been repeating it all over San Diego during a four-month listening tour that ends July 1, when she takes office as superintendent of California’s second-largest school system. Fresh from the principal’s office, Marten strives to put a new emphasis on those school leaders in an attempt to improve schools and strengthen the teaching force.

Bayview Terrace ceremony kicks off K to College Program

Posted on 06:00 by Unknown
Free school and dental supplies valued at nearly $70 to low-income students are going to Bayview Terrace Elementary School students thanks to the K to College program.

Supt.-designate Marten at Bayview TerraceThe program was able to launch earlier than expected due to a donation from local tech firm, Huawei Technologies.

A special assembly to celebrate the kickoff of this program was held at Bayview Terrace recently. Students, staff, parents, district personnel, volunteers from Huawei Technologies, Superintendent-designate Cindy Marten, civic leaders, and representatives from K to College were in attendance. The program intends to expand to other schools in the area and become a twice a year event at each school.

Bayview Terrace Principal Magdalena Tavasci was grateful for the donations. Each kit contains paper, pencils, index cards, binders, dictionary, complete dental kit, and other supplies.

“The gifts being provided by Huawei and K to College will be incredibly valuable in helping students feel more prepared and motivated when they enter the classroom," she said.

K to College is a nonprofit that aims to promote equal access to quality education by ensuring every student has the resources and tools to learn from kindergarten to college. K to College is especially appreciative of its partners, such as Huawei Technologies, who help bring resources to underprivileged students throughout the state.

“It’s only possible with the generosity of companies like Huawei, who choose to invest in their local and future workforce,” said Benito Delgado-Olson, the executive director of K to College. “That is why we are proud to have them as our first San Diego and statewide sponsor.”

Getting Connected
In the Community with Cindy Marten

Superintendent Designate

Principal Central Elementary

Cindy at Kearny Construction Tech Academy
Visiting Kearny Construction Tech Academy
What a treat it has been in the past week to meet so many students, community members, parents and staff members. I have always believed in the power of an active, engaged and participating community. As I visit cluster meetings, community events and school assemblies, I'm finding people all across our district who deeply and passionately care about our children and our schools. I am finding people who want to be heard and want to participate in making our schools the best in the nation. I'm inspired by what I've seen and what I've heard. My heartfelt thanks go out to so many of you who have taken the time to share your hopes and dreams. Please know that I am listening and that I personally read every single email.

We are calling this newsletter "Getting Connected" because I believe the way we will grow as a system is by being connected, with each other; with our schools; with our community partners; with our students. Being connected and focused on a singular mission with a common vision allows us to then use our connections to become actively engaged in creating systems of support for our children to learn.

As you can see below, my outreach calendar is full in the weeks ahead. I am looking forward to more opportunities to meet even more of you in the coming weeks.

Please share this email with anyone interested in public education. I invite you to join me in the coming weeks at any of the events listed below. Also, please let me know about your events and forums so I can come be a part of your fine work. You can email me at DreamBigSupt@sandi.net .

My goal continues to be to reach out to every corner of our fine district and listen and learn about your hopes and dreams for the education of our children. I am filled with even more hope as I invite you to join me as we continue to build the best public school system in the nation.

March 10 U.S. Secretary of Education Arne Duncan. It was an honor for our San Diego Unified team to meet Education Secretary Arne Duncan in person and to hear him speak about accountability and future plans for supporting our schools.
March 11 Meetings on Capital Hill, Washington DC. I had the opportunity to meet with education advisors to Senators Feinstein and Boxer and with education staff in the offices of our local congressional representatives to advocate for federal support on behalf of our students.
March 12 Franklin Elementary. I loved being with the children at Franklin as they worked with community partners to plant 15 trees around the perimeter of the school for Arbor Week. With active, engaged community groups like Talmadge Sisters, we can ensure quality neighborhoods surrounding our quality schools. Thanks to Urban Corps and SDG&E for working with Marti Emerald and Franklin Principal Akoni Derige. This was a tremendous effort planting trees that will last for generations to come.
March 13 Bayview Terrace Elementary. I was dreaming Big Dreams with Bayview Terrace children. Preparing college and career-ready students starts early. First Grader, Isole Aranda, told me that she wants to be a doctor. I believe in her. This event was a kick-off for the K to College program, which provides school and dental supplies to low-income students throughout the San Diego region. Thanks to the support of Huawei Technologies (with offices in San Diego). The total effort will grow to a value of $120,000 for our children!
March 14 Business Community Press Conference at Kearny Construction Tech Academy. Business leaders from San Diego called this press conference to show support of my appointment as Superintendent. The real stars today were the students! Kearny CTA's program is a model example of how San Diego Unified is preparing our students to be productive, work-force ready members of society!

Kearny Cluster Meeting. The more clusters I visit, the more I see our clusters as the way to world-class, quality schools in every neighborhood. Kearny Cluster is made up of deeply caring, thoughtful, passionate and visionary parents, support staff, community leaders, teachers, board members, and principals all pledging unwavering support of our public schools. I'm inspired by the passion and the hope...and I'm honored to serve.

Community Advisory Committee (CAC) for Special Education. Such a fabulous group of active, engaged, caring people who meet monthly. I pledged my support and told the story of my own special needs brother, Charley. He is the reason I became a teacher.

In the Community with Cindy Marten

Superintendent Designate

Principal Central Elementary
Bill Kowba Welcome Cindy. It has been my honor and privilege to serve San Diego Unified students, staff and community during the last seven years. I am truly grateful for the opportunity to lead the district during the last four years as Superintendent. In the final months before my retirement, I will be working closely with our new superintendent, Cindy Marten, to help her transition to the superintendency.

In the coming weeks, Cindy's first priority is to be out in the community listening to our staff, parents and other stakeholders. She will be collecting ideas, perspectives and issues to consider in pursuing quality schools in every neighborhood. With this new email update "Getting Connected", Cindy will share her community schedule each week and briefly share her thoughts about what she is hearing and learning about the district.

Let's all give Cindy a warm welcome as our new superintendent and help her get started on the next chapter for San Diego Unified.
